What is going on and how it gets diagnosed
P0480 is a fault in the cooling fan control circuit. At road speed air passes through the radiator anyway, so the danger is confined to slow traffic and standstill - which is exactly where an overheating engine does its damage.
A fan motor that has worn draws more current than it should and takes relays and fuses with it, so a relay that has failed twice is pointing at the motor rather than at bad luck. Measuring fan current draw, if the equipment is available, distinguishes a genuine relay failure from a motor on its way out.
